Public expenditure is an important guarantee to ensure the implementation of the state's functions and the economic role of the government.The scale of public expenditure in China has increased from 580 million yuan in 1994 to 15 trillion yuan in 2015.With the rapid growth of public expenditure,the amount of public expenditure has solved the public problem? Throughout the world,public expenditure performance evaluation is a common practice in solving these problems.At present,our country's public expenditure is divided into basic expenditure and project expenditures in two categories,including basic expenditures for the protection of the basic government daily work smoothly,project expenditures for specific tasks of the government in specific period.The category of project expenditure can reflect the direction of the current government policy and the focus of policy,while the performance of project expenditure is the embodiment of the government's administrative capacity.Guizhou is one of the eight provinces and autonomous regions of China's ethnic minorities.It is the main battlefield for the economic development of the country's western development.Gelao is one of Guizhou's earliest pioneers,the total population of about 580 thousand people,living in the northern Guizhou Gelao people accounted for more than 97% of the total number.However,Qianbei area is located in the remote mountainous areas of poverty,poor infrastructure,deeper levels of poverty,the social economic development lags far behind other regions,economic and social development in ethnic minority areas the relationship with the comprehensive construction of a well-off society overall.Increased public investment,the public investment project performance evaluation is an important measure to accelerate Qianbei area social economic development and the construction of a well-off society in an all-round way.This paper uses qualitative and quantitative,combining normative and empirical research methods,method of constructing the index system and the evaluation of performance evaluation of public investment projects in ethnic minority areas in Guizhou Province,Wuchuan yilao and Miao Autonomous County Shi Chao Xiang rural drinking water safety project is analyzed as an example.In this paper,the research is carried out as follows: "theoretical analysis","index system construction","evaluation method selection" and "case analysis".The main findings are as follows:First of all,it analyzes the related theories of performance evaluation of public investment projects.Based on the analysis and definition of public investment projects,performance evaluation and other related concepts,the minority area public investment project performance evaluation research,focused on the choice of public goods theory,public choice theory,principal-agent theory,welfare economics theory and 3E analysis,the theoretical basis for further research.Secondly,the construction of North Guizhou Gelao inhabit the evaluation index system of public investment project performance.According to the basic theory and method of characteristics,public investment projects performance evaluation,combined with the Qianbei area,"economy,efficiency and effectiveness,environmental impact and social benefits of" 5 level performance evaluation index set,under each level of performance evaluation index,set up a total of 21 two performance evaluation index.Third,a method of performance evaluation combining AHP with multi objective tree diagram is constructed.The use of AHP to determine the weights of performance evaluation index,the index set of interests to avoid subjectivity;at the same time,the use of multi-objective tree numerical map method specific calculation of each index,the combination of the two methods obtain the numerical evaluation index of various levels of performance.Fourth,the case studies the effect of performance evaluation of public investment projects in ethnic minority areas.In this paper,Wuchuan yilao and Miao Autonomous County Shi Chao Xiang rural drinking water safety project as an example,using the evaluation index system and evaluation method of the performance,the performance evaluation and performance evaluation results are analyzed in detail,which verifies the feasibility of the construction of public investment project performance evaluation index system and method.Fifth,we will try to raise the relevant policy Suggestions for improving the performance of public investment projects in the areas of qiandongju district.
