As our country economy fast development, the demand of oil resources is gradual increasing, the output of oil in our country could not meet the ends.relaying on oil imports, can not solve the problem and it will increase our dependence on foreign countries. In addition, our three major oil companies already have a certain degree of competitiveness to cooperate and competite with large foreign oil company for more value. In the different elements, it is very important to choose the strategy of cooperation or competition with other oil companies.From the point of theoretical research view, the paper sunmarized the cooperation and competition status in domestic and foreign enterprises and then used the game theory in cooperation and competition theory. From foreign and domestic perspective, tthe paper analysed the large oil companies the possibility and necessity of cooperation and competition the different factors. The game model analysis of the large oil companies in the selection process of the strategy of cooperation and competition for resources, technology and market areas. In order to further study, this paper take CNPC and Shell as an example in the domestic terminal retail market and use of multi-objective planning and single target planning to seek both income function, then used the game theory model to analyze the process of horizontal cooperation competition game and balanced solution.The study showed that:firstly, from the domestic and international oil market environment and major oil companies at home and abroad cooperation and competition situation,oil company coorperate with foreign oil companies is fully effective ways to strive for oil resources. Secondly, for the large oil companies in China, with foreign oil companies in various fields of resource technology market cooperation is an effective way to resolve the contradiction between supply and demand of China’s oil market. Thirdly, using the game model to analyze the selection of cooperation and competition strategy. Process and the equilibrium solution of the large oil companies in the different elements. Fourth, the use of multi-objective planning and single objective programming method to estimate the income of the game functions, On this basis,the cooperation and competition policy should be taken by the participants.
