With the advent of the information age, and the integration of the global economy, international communication is more and more frequent, the demand of logistics is rising. As the important channel of foreign goods transport for one country , ports has developed through three generations, and are actively to the fourth generation ahead. As the world's emerging economies, China's growing foreign trade will greatly promote the construction of domestic ports. As the more developed economic coastal regions, and due to its advantageous geographical conditions, many ports distribute in Shandong, and Qingdao port is the most important. After a hundred years of development, Qingdao has climbed to the top 10 list port in the world, undertakes the important task of foreign transport for north China, and strive to become an international shipping center. Meanwhile, Qingdao port is also facing the fierce competition from the nearby port. The location of Rizhao port is closed to Qingdao port. in recent years, Rizhao port is in a fast development situation, and its challenge to Qingdao port is the largest. The economic inland of the ports is highly superposed, they market each other, the division of the two ports is obscure, all of the situation is causing repetitive construction seriously. Under the new situation, how to handle the competition and cooperation relationship between the two ports, establish an appropriate mode, realize common development and dealing with variable international economic environment together, will be the most urgent matter between two port, and the research also provides reference for the development of other domestic port.First, this paper uses AHP to analyse the competition situation of Qingdao port and Rizhao port. The port competitiveness is divided into four aspects: geographical position, the strength of economic inland, port hard environment and port soft environment, the two port exist competition in ability, but meanwhile they can cooperate complementally.Secondly, establishes Cournot game model and Stackelberg game model for the two ports, through the analysis of the two port competition-collaboration model, gets the Nash equilibrium of the port throughput level between the two ports, uses the port container throughput total and average cost data in recent ten years to get a linear inductive analysis, compares the benefits before and after the collaboration of them, then concludes that after Qingdao port and Rizhao port establish cooperation, they can not only improve their respective profits, make their respective throughput at a reasonable level, reduce the cost, but also can improve the total throughput for the whole surrounding economic inland.Thirdly, through the analysis of the foundation, motivations, goals, effect of the competition and cooperation between the two ports, and gives the possible competition-collaboration mode of Qingdao port and Rizhao port: Early two ports mainly operate in capital , cross share holdings, share risks and operate income; After understanding each other, two ports can take technical and business exchanges, and further take a cooperation on organization structure, such as set up a cooperation venture. The goal of the competition and collaboration between two ports is that make Qingdao as the core port, Rizhao port as supportive strategic alliance, make them in an reasonable competition.Finally, on the basis of alliance mode, gives the development strategy of the ports: the capital cooperation strategy, joint development strategy, bonded port district construction, port linkage transport, strengthen port information construction, Shandong port group alliance and efforts to create a port logistics brand, and safeguard measures to implement these strategies: The national government overall plans, and local governments lead the cooperation and competition, upstream and downstream firms co-operate and two ports strengthens human resources construction.
