In context of global economic integration, as a hub for sea transport networks andforeign exchange windows, the port is playing an increasingly important role in theprocess of promoting international trade and regional economic development.Economic development has brought many opportunities for the port. More severecompetitions exist in the main ports, hinterland sources, collecting and distributingfacilities. In order to cope with this complication, what measures should be taken hasbecome urgent affairs in the development of the port industry.Presently, there are mainly about the management system, port ownershipstructure, government policy and so on, in the research of port competition, but lessfrom the quantitative point of view. But this article does. Firstly it analyses Gametheories between port and shipper. Secondly, by empirical analysis about foreign andChinese researches, we can find out the correlative factors affecting portcompetitiveness and analysis them. Then we take advantage of non-cooperativeMulti-dimensional Game Analysis to present a multi-container port bi-levelprogramming model, which is used as generalize cost function by port selection modeof shippers. Besides,sensitivity analysis is used to solve the bi-level programming.Finally, we take Tianjin port for example, the article sets up bi-level programmingmodel and solve, then analyzes the results.
