Research on urban-rural relationship is very popular in China and abroad atpresent. However, at the early period of industrialization and urbanization, China, dueto special circumstances, had been operating macro-economic policies inclined to theurban and industry, resulting in abnormal structure of China’s urban and ruralhighlights, growing gap between urban and rural areas. Until the "three agriculturalproblems" has affected the country’s overall socio-economic development and socialstability, balancing urban and rural development is taken seriously by the political andacademic circles.In2007, The State Council officially approved the establishment of the nationalpilot zone for overall reform about balancing urban and rural development inChongqing and Chengdu. It focuses on balancing and coordinating urban and ruraldevelopment, exploring “urban driving rural” the balanced development pattern,promoting the rapid development of China’s western region.Chongqing city, as the only municipality in central and west regions of China,has an important strategic position in the western development and modernization.Moreover, Chongqing city has a characteristic of big city and large rural. It is ofreference significance for balancing urban and rural development in China to solvethe problem of dual economy in Chongqing. Also Chongqing is facing reservoirdistrict and migration practical problems. Therefore, it is of great significance toclarify the main contradictions confronted by Chongqing, discuss the developmentmodels of balancing urban and rural development, to make some relevant institutionalinnovations.Based on literature review, applying general theories and methods ofdevelopment economics and regional economics, drawing on the successfulexperience of other country, we study how Chongqing could make better and fasterdevelopment in the context of balancing urban and rural development.Firstly, on the basis of the existing research on urban and rural development, weconduct an in-depth study on dynamic mechanisms and development models ofbalancing urban and rural development. This paper emphasizes on the inevitability ofbalancing urban and rural development, dynamic mechanisms and regionaldifferences. That deepens theoretical researches of balancing urban and ruraldevelopment. Secondly, the paper makes a comprehensive measure on Chongqing’s urban andrural development, and a quantitative overall evaluation by using principal componentanalysis. Also it gives a quantitative evaluation on interior regional differences aboutbalancing urban and rural development. We proposed what the main hurdles forChongqing’s urban and rural development are at present and analyzed them.Thirdly, we put forward specific development objectives and models ofChongqing’s urban and rural development. Balancing urban and rural developmentincludes the following three aspects: economy, society and environment;Development objectives are put forward from two dimensionalities: time and space;this paper proposes the overall development model of Chongqing City, and differentdevelopment paths for every county depending on conditions of their own.Finally, the paper proposes specific development countermeasures forChongqing from the following four aspects: the institutional innovation, infrastructurenetworks, space optimization of public goods, and the integration of ecological space.By this way, the dual structure in urban and rural economy could be changed,balancing urban and rural development could really realize.
