In the background of economic globalization and the knowledge economy, the competition among countries, regions and enterprises has been reflected in the competition of industrial chains. At present, there exist some problems in the industrial chain development of all China’s regions, such as incomplete industrial chain, many broken ring and solitary ring of industrial chains, lack of technical innovation in industrial chain and so on. In this paper, economics, system science, management, technological innovation theory, industrial cluster theory and other related theories are used to study the model of industrial chain technological innovation and governmental behavior, as well as literature review, theoretical approaches and practical research methods, empirical analysis and other analytical methods. On one hand, the research makes up for the theoretical gaps in technical innovation model of industrial chain; On the other hand, it has certain practical significance for the government’s industrial development policy making and enterprises’ strategy-making. Industrial chain technological innovation is the process of a series of activities from knowledge innovation, research and development, production development, market development to technology diffusion. It’s achieved mainly through market demand mechanism, technology-driven mechanism and the conduction mechanisms. This process has characteristics of complexity and self-organization, market-oriented and policy-induced, high-risk and high profitability, transitive and cumulative, making it different from other enterprise-level or national-level technical innovation activities. The model of industrial chain technological innovation can be divided into three kinds as industrial clusters innovation, industrial technology innovation strategy alliance and major scientific and technological projects. Each mode has its unique advantages to promote the industrial chain technological innovation. Enterprise is the main body of industrial chain technological innovation, and government plays an important role as well, including macroeconomic adjustment, policy guidance, coordination, management, supervision etc. Government behaviors contain four aspects of economic policies, laws and regulations, technology and services and cultural education. The government works discrepantly in the different stages of industrial chain technological innovation and in different modes. Evolutionary game theory is used to analyze the three subjects of industry chain technological innovation, which consists of upstream enterprise, downstream enterprise and the government. The paper points out that the trend of industry chain technological innovation development is that upstream and downstream enterprises would cooperate to innovate and the government would intervene in this process. The three mode of industry chain technological innovation is elaborated taking the example of Wuhan city. At last, the paper uses data envelopment analysis method to evaluate the overall technological innovation efficiency of Wuhan City and technological innovation efficiency of certain industrial chains in Wuhan. Compared with other cities, Wuhan ranks seventh in nine cities. Its technological efficiency is low, indicating that in the future Wuhan should focus on improving the efficiency of resource allocation invested in technology, enhancing conversion rate of scientific and technological achievements and increasing output. Wuhan’s electronic information industrial chain has the lowest technological innovation efficiency among industrial chains analyzed. The paper probes into reasons why its industrial chain innovation efficiency is low and put forward action suggestions for the government. Wuhan should take full advantage of technological innovation resources, enhance the capability of independent innovation; It should improve the efficiency of technological resource allocation, strengthen dominant position of enterprises in industrial chain technological innovation; Wuhan needs to improve conversion rate of scientific and technological achievements, and enhance the market competitiveness of innovative products; Intellectual property strategy should be implemented and laws and regulations should be perfected; What’s more, Wuhan should strengthen the role of service government.
