| The urbanization of China is spreading in a larger scale and broader latitude at an unprecedented rate, featured in the rapid expansion of urban land, the occupation of the land of suburbs and structural unreasonable land-use. Public land is the main component of the urban land. There is an critical relationship between the intensive utilization of public land and the sustainable development of the city. In this paper, it takes the intensive use of public construction land for study based on the comparison on foreign and domestic planning management regulations, discusses the possibility of the practice of public construction intensive use, and preliminary builds the public land intensive utilization strategy for reference.This paper begins with the background of China’s construction like urbanization process and shortage of land. And it explains the contents and the methods of the research. Then, from theoretical foundation, current research situation and development history, it discusses the overall study of the domestic and foreign public construction the land intensive utilization, and adopted a case to illustrate the trends of public construction development. Through the deep study of the relevant planning and management regulations of Singapore, New York in the United States, Hong Kong, it draws out some experience in management control. And compared with this three cities, it points out the obstacles which is impeding the public construction land intensive use. And then, it proposes some strategy of improving the level of public construction land intensive use. |
