Temporary alteration of housing function is widespread phenomenon that exists in Zhoushan Putuo District. Timely and measurable temporary alteration not only can save city resources, promote urban renewal, but also provide a new concept to develop inventory planning. However, the cases of Putuo District illustrate that existing temporary alteration has many problems such as change at will, lack of standardized management, interfere with the people’s livelihood, and waste of city resources. To reverse the current disordered management, this paper designs the management system of temporary alteration, so as to put it into the legal framework. Points out that, the management of housing function temporary alteration is an important supplement to increase flexibility of regulatory plan, and it’s of great significance to promote the transformation of planning idea and the development of inventory planning. |
