Research On Village Land Use Planning Model With Ecological Function Preferred

With rapidly resource consumption and sharply environment degradation, the living environment set off alarm bells for human beings whose security requirements drive the construction of ecological civilization to agenda. So, village land use planning by giving priority to ecological function was put forward. It aimed to highlight priority list of ecology, guarantee ecological function of land and increase land ecological benefits by reasonable land planning model, and provide reference for the same type of village planning and new rural construction.Through analyzed the relation between land planning and land ecology, definition of village land use planning of priority for ecological function was proposed. Based on the differences of characteristics of rural region, hilly type ecological network system, flat type ecological network system and mountain type ecological network system were buil.It diagnosed regional ecological security by use of ecological footprint method, and set valuation criteria of high eco-sensitive area, middle eco-sensitive area and low eco-sensitive area by combining standard of ecological security evaluation with partition type and definition of ecological sensitivity. According to industrial structure and advantages land, it set expected planning objectives and optimized land structure by AHP method and multi-objective linear programming, and then implemented land use planning on the basis of public opinion and the principle of ecological priority. Based on that, it presented land use planning model which was from evaluation of ecological security, distinction of ecological type, and distinction of village type, goals setting of land planning, optimization of land use structure, matching of ecological network to implementation of land planning, then put forward specific rules of planning model of those different three eco-sensitive area and project of land structure adjustment.Afterwards, it built the restricted model for optimal ecological- economic benefit with 6 to 4 in empirical studies, and then obtained the optimal value and feasible solution by using multi-objective linear programming method. At the same time, it compared the benefits variations before and after planning with ecology priority by ecological value accounting that coefficient was corrected by grain yield and price.The results showed that the proposed model is feasible. Based on the principle of ecological function, the value of ecosystem services and total green quantity were increased. And the growth of ecological services value showed a negative correlation with ecological sensitivity. But economic growth was limited by the conditions of resource endowment. The conclusion revealed the rule of value added of economic benefits was that middle eco-sensitive area is largest, and high eco-sensitive area is more than low eco-sensitive area. Then making classes of land use classification corresponds to the results of land function classification by using system clustering method and zoning according to it. At the end, the measures of land use planning by ecology priority were put forward which aims to ensure implementation of land planning seriously and ecological benefit sustainability through unified management and public participation.
