Nowadays, it is in the key periods to adjust the industry structure and transfer the economic development mode in China. Vigorous expansion of high-tech industry is inevitable for its independent innovation. Because development of high-tech industry need such many inputs, so the technical innovation efficiency is fundamental for many companies, especially the small and medium ones. It is an important issue how to measure the input-output level, and how to put the limited resources into the most urgent fields. So the research on high-tech industry could not only benefit itself, but also the traditional industry and adjustment of industry structure.Based on stoNED addressed by Kuosmanen in2006, this paper analyzes the technical innovation efficiency of China’s high-tech industry from2000to2010. Not introducing any new concept, the stoNED method can combine the advantages of DEA and SFA. The form is flexible, the analysis is comprehensive, and it’s also easy to operate. Considering the feature of technical innovation process in high-tech industry, this paper divides it into technical development stage and technical transformation stage. We select inputs and outputs respectively for the index system, then analyze its technical efficiency and influential factors.It appears that between2000and2010, the technical transformation efficiency kept in a high level. But the technical development efficiency was0.135lower, and different among industries. The technical transformation efficiency was relatively stable, and no such big difference between industries.Market structure had an impact on the technical innovation efficiency, and the state-owned enterprises didn’t seem lower efficient, which means that government need to take more measures to guide the industry. The support from financial department and science and technology institutions could also improve the efficiency. For company itself, the labor quality and openness are the key factors to improve the technical innovation efficiency. As the big difference between industries, the size of corporate is negatively correlated with the technical innovation efficiency. Meanwhile, the support from government and R&D input intensity weren’t significant during this period. Based on the above, this paper also addressed some advices on policy from three aspects, in order to solve the main problems excited in the development of China’s high-tech industry.
