| High technology industry is the strategic leading industry of the nationaleconomy, and plays a very important role in the industrial structure andeconomic-development mode change process. Vigorously promoting the developmentof high technology industry and strengthening the high technology industrytechnology innovation can effectively promote the process of building the innovativecountry in China. In recent years the input innovation resources increases, thus how toeffectively use technology innovation resources has become the focus of thegovernment departments at all levels. Therefore, it is necessary to study on thedeveloping trend of the innovation efficiency of high technology industry.This paper applies DEA model and Malmquist index analysis to evaluate china’s hightechnology industrial technology innovation efficiency statically and dynamicallythrough three angles which are area distribution, industry distribution andsub-industries distribution.Firstly, this paper introduces the literature research related technical innovationefficiency by perspective and evaluation method. Secondly, the paper defines therelative concepts. Thirdly, the paper makes descriptive analysis the productionmanagement and technical innovation input-output status. Fourthly, the paperscreens eight technology innovation investment index and 7 of the technologyinnovation output indicators through the literature review, and uses the SPSS18.0 toprocess the correlation analysis and eliminate the correlation higher indexes , thus setsup three investment, the output of the two high technology industry technologyinnovation efficiency evaluation index. Finally the paper based on the 2004 ~ 2010China’s high technology industry data, and by using the DEAP2.1 software to evaluateChina’s high technology industry technology innovation efficiency. At the same timethe paper makes the static analysis on our high technology industrial technologyinnovation efficiency from two aspects that are pure technical efficiency and scale efficiency. Simultaneously makes dynamic analysis on high technology industrialtechnology innovation efficiency changes through technical efficiency changes andthe technological progress index changing index.Technology innovation efficiency static analysis results show that: in 2010, thereare distinct differences between branch lines of business technology innovationefficiency in our province’s high technology industry and its distribution.The dynamic analysis of technical efficiency show that from 2006 to 2010, China’shigh technology industry technology innovation efficiency increased by 10% everyyear on average, including technical efficiency changes index increased by 12%,while technological progress change index dropped 2%. This indicts that in the"eleventh five-year plan" period, high technology industry in China technologyinnovation efficiency has improved, but there are no obvious changes in the progressof technology, the enhancement of technology innovation efficiency mainly benefitsfrom the enhancement of technical efficiency. |
