Strategies To Promote The Income Of Farmers In Hunan

Hunan is a traditional agricultural province, rich in agricultural resources and good in industrial foundation, however, being conditioned by various factors, the level of the peasant incomes is low and increasing slowly. Strengthening the research on increasing the peasant incomes, is of great practical significance to promote the income of farmers in Hunan, which would provide useful reference to promote the peasant incomes all over the country.In order to understand the status of the peasant incomes in Hunan,and explore the countermeasures to promote the peasant incomes in Hunan, the author has periodically conducted the research to the net income of the peasants in Hunan since1978. According to the difference of agricultural resources, rural economy structure and the level of agricultural development in various places of Hunan Province, we randomly selected1013households in22villages, who come from16counties, cities and districts like Wugang, Yuanjiang. Yuanling, Ningxiang. etc, and their income in2010-2011were investigated by questionnaires. Through the comparative analysis of various factors of farmers’income, it is considered that the main factors which restrict the promotion of peasant income are the vulnerable rural infrastructural facilities, the low organizational degree of production and operation, the incompletion of the agricultural marketing system, the difficulties of the agriculture-related science and technologies that go into villages and peasant households,the low agricultural comparative benefits, together with the weak entrepreneurial and income-generating abilities and the imperfection of the rural area’s social security system. For this, to solve the problem about the agriculture, rural areas and peasantry, we need to further strengthen the agricultural infrastructure construction, increase the overall production capacity, stably develop grain production, improve food production benefit, give full play to resources’ advantages, foster the growth of leading industries, transform agricultural development mode, improve the level of industrialization, speed up the progress of agricultural scientific and technological, improve their cultural quality, and increase their employability and entrepreneurial abilities, properly guide transfer the employment, improve the agricultural market system, deepen the value-added agricultural products circulation. improve the policy support system, optimize the environment for agricultural development, and promote sustained and rapid growth of the peasant incomes.
