Research On The Present Situation And Countermeasures Of Farmers’ Property Income In China

The issue of “agriculture,rural areas and farmers” has always been the focus of the central government.The No.1 Central Document deals with this issue each year and most important problem of it is the increase of farmers’ income.First,in the report of the 19 th National Congress,a great blueprint for “the strategy of rural vitalization”was drawn.Then,in the No.1 Central document of 2018,the significance of “the strategy of rural vitalization”was emphasized once again to further help farmers increase their income.The income of farmers is mainly composed of wage income,property income,operating income and transfer income.In recent years,the rapid economic development has driven the continuous improvement of the total income of farmers,and the quality of life of farmers has continued to rise.However,due to the instability of agricultural products’ prices,the pressure of economic has made it difficult to increase the number for farmers of workers out there.Meanwhile,the growth momentum of farmers’ wage income and operating income tends to be exhausted.Under such circumstances,the increase in property income will become a force that cannot be ignored in the growth of farmers’ income.It is particularly important to increase the income channels of farmers and allow them to obtain more property income.At present,on the whole,the property income of Chinese farmers has been growing steadily.At the same time,there are some problems worth paying attention to:Firstly,the number of farmers’ property income is small and the proportion to their total income is low.Secondly,the income gap between urban and rural residents’ property income is relatively large.Thirdly,the disparity in property income among farmers in the region was significant.In particular,in the eastern coastal areas where modern agriculture and urbanization are developing rapidly,the income of rural residents is higher than that of the central and western regions.Fourthly,the source channel of farmers’ property income is narrow.This paper takes the Marxist property rights theory and distribution theory as theguide,through a more comprehensive and systematic analysis of the current situation of the above-mentioned Chinese farmers’ property income,and draws various factors(including institutional factors,resource factors,and other factors).And contact own national conditions,put forward some measures to improve the property income of Chinese farmers.Including: promoting the reform of the rural land system to increase the value of lands’ property;deepening the reform of the rural financial system to expand farmers’ channels of investment;improving the social security system in rural areas to relieve the worries of farmers;deepening the reform of the income distribution system to further increase the income of farmers;strengthening the education of farmers,transforming the concept of investment and financial management of farmers;accelerating the construction of rural informatization to promote the rapid development of rural areas;improving the legal protection system to increase farmers’ Property income and provides them legal protection;adjusting the industrial structure in rural areas to broaden farmers’ investment channels.
