With development of the economic globalization, the small and medium-sized manufacturing enterprises which are mainly labor-intensive in our country are faced with new development opportunities, at the same time also faced with the challenges lead by complex and changeable market environment. Under the environment of diversified market demand, enterprises are more and more inclined to small batch, multi-spcecies production, and customers’requirements for delivery time of products are more and more strict. In this new environment, through the application of new management theories and methods to shorten the production cycle time and improve the rate of on time delivery to enhance market competitiveness of enterprises and market resilience which becomes a more realistic problem to face for small and medium-sized manufacturing enterprises in our country.Business Process Reengineering is a kind of management theory,which is rised in the early1990s. Business Process Reengineering theory provides a starting point for enterprises to implement changement, and puts the Business processes as transform objects.Through rethinking and redesigning of enterprises’ original Process to transform the traditional sector-oriented into Process-oriented in order to improve the competitiveness of the enterprises.The rise of process reengineering provides a methodology for our country enterprises, many enterprises began to carry on the process reengineering.However,the failure rate of process reengineering in actual transforrmatiom is very high. TOC has more mature perfect technical methods and tools, and it is adopted by a large number of foreign enterprises for its simplicity, effectiveness and the characteristics of generality.TOC can improve the enterprise obviously in the short term without any increase in personnel, equipments and funds, and can be applied to the business process reengineering very well. It has become a problem which worths studying how to base on TOC theory and combine with the actual situation of small and medium-sized manufacturing enterprises in our country to make out a suitable way for small and medium-sized manufacturing enterprises process reengineering. The paper makes D company as the research object.The company is carried out production process reengineering which based on TOC.Using the case study through actual investigation and the interview,make in-depth analysis and research to current operation methods of production processes in D company and inside-and-outside environment that D company has faced, the paper makes a detail exposition about production process reengineering which based on TOC. First, this paper uses the scientific method for enterprises to carry out the strategy of business process reengineering based on TOC decision-making, gives basis of business process reengineering, and selects the key reengineering process. Secondly, this paper uses the Thinking Process (TP) to diagnose key process, lists the UDEs in the business production process,finds the root causes of UDEs through the Current Reality Tree (CRT), and solves problems in application of Cloud. Again, the paper puts forward business process reengineering which based on the concept of throughput,and uses the throughput concept of the TOC as the guiding ideology of the business process reengineering to break the concept of enterprise cost accounting.At the same time, this paper applies focusing on five steps of TOC to reconstruct the enterprise production process and applies S-DBR to optimize the production process, which establishes a new manufacturing process works. Finally, this paper evaluate the business process reengineering by using the appropriate evaluation indexes.This paper tries to make a further study on the successful cases which about the production process reengineering of D company based on TOC, enrich and perfect the study on business process reengineering based on TOC, and find a path of the process reengineering which is suitable for labor-intensive small and medium-sized manufacturing enterprises in our country, and provide a reference for small and medium-sized enterprise in our country to implement process reengineermg.
