Human resources efficiency is very important for an organization, naturally,how to evaluate human resource management efficiency become a field of study. Stakeholder model focuses on perceived value of service of the human resource. In this model, the human resources efficiency is embodied in the human resources department manager’s perspective. This model assumes that efficiency comes from human resources department, the human resources department is a service-oriented, for enterprises to provide products, or organizations, by serving the customer.In this article, after analysis the operation standard and the industry requirements of air security guard of CAAC, factors such as the impact on the efficiency of human resources from the airlines’ corporate strategy, corporate culture, human resources management, operation and management, by the use of domestic and foreign related enterprise human resources efficiency analysis and evaluation of relevant theory and methods of human resource efficiency, author bring forward methods and Suggestions that as the goal of strategic human resource management, the human resource of air security guard have to be manage in scientific and rational planning, comprehensive and highly efficient.
