Study On The Efficiency Of Land Consolidation Projects In Jianghan Plain Of Hubei

China is country with large population and relatucely little land, and in the continuous developping of urbanization, economic and social development, it needs more land resource, so the per capita arable land is decreasing. Land consolidation can regulate land relationship and improve the land utilization rate, and it is a important method to increase the effective supply of land.Hubei province is a big agriculture province, and it develep several land consolidation projects supported by the Ministry of Land and Resources. Jianghan Plain belongs to Hubei and even the national food production and agricultural production base, to study on the efficiency of its land consolidation projects, helping to improve the researching system of land arrangement efficiency in Hubei Province, providing a more standardized and scientific research efficiency method to Hubei and other plains, and more reasonable to control input and output index in other land consolidation projects, and enhance the efficiency of land consolidation projects.Collecting the index data through questionnaire and statistical yearbook and surfing, and calculating the statistics present situation of land utilization, the situation after farmland consolidation, the economic data, basing on Land Management, Land Economics, Land Use Planning, according to system theory, in-output theory, cost-benefit theory, location theory, the theory of sustainable development, building index system of land consolidation projects’ efficiency of Jianghan Plain, using DEA to analysis the eight land consolidation projects.Researching result shows that, the effective DEA is Cenhe, Zhangtianshi, Jiuhehuan, Qiaoshi, Gaoshibei, Zugentan. The other two towns, Zhemu, Xiongkou are invalid DEA. The efficiency value is0.87and0.97. The main cause of low efficiency is:First, the land consolidation project invested too much, resulting in extensive operation. Second, the output index of land consolidation projects were lack of detail planning and design. Third, after the land consolidation projects, lack of security mechanism, in the late lead to part of the project was damaged.Using the input-output index system and DEA to research on efficiency of land consolidation, discussing the reasons why it is invalid. Putting forward methods to increasing effective, and providing reference for other researching on efficiency of the land consolidation projects.
