Policy Shimian Agricultural Subsidies

For eight years, the issues of agriculture, farmer and rural area have been made the focus of the central No.1document of the state council by the Chinese government from2004to2011. That’s all because of the Party and state attaches great importance to the issue of the "three-agriculture". Agricultural subsidies is an important part of the "three-agriculture" policy, the most commonly used tools among the policies on agricultural support and protection system, as well as the transfer payment for agricultural production, circulation and trade. Countries around the world have all kinds of agricultural subsidies. Lots of agricultural subsides exist even under the framework of the world trade organization. In china, agricultural subsidies are mainly direct subsidies, certified seed and farm machinery subsides, as well as agricultural fund and farm machinery subsides, etc. These policies promote the grain production and increase the farmer’s income to some degree. However, there are still some problems in them. For instance, the amount of subsidized fund is not enough; the scope of subsidies is small; the structure of subsidies is unreasonable and the proliferation of funds produces little effect.In our country, local governments at various levels often formulate relevant local policies in agriculture subsidies on the basis of the central file spirit under the state council and their local reality. This kind of funding can effectively improve the local production and living conditions of rural residents and promote the development of the agricultural industry, increasing the income of rural residents. In Sichuan, the main income of rural residents relies on family income at present. Planting and breeding still largely influence on household income. This study mainly focuses on the analysis of the influences and effects of local agricultural subsidies policies. The research object is Shimian county—one of the mountainous counties in Sichuan for the convenience of materials collecting. The time is the8years from2004to2011, when the issues of agriculture, farmer and rural area have been made the focus of the central No.1document of the state council by the Chinese government. By collecting and processing the production of main items of the agricultural industry and the production situation as well as the local agricultural subsidies and cash to cash situation in eight years, this thesis intends to analyze the effects of agricultural subsidies policies and provides some reasonable advices.There are three aspects in this paper:material analysis, empirical research and countermeasure suggestions. They mainly based on the analysis of the theory of agricultural subsidies, the empirical data, in combination with the practical situation of the study area. Thus we can find out the influence local agricultural subsidy policy formulation, implementation and effect factors, in-depth study of local agricultural subsidy policy, and put forward countermeasures and suggestions. The conclusions of this research are:①The agricultural subsidies for Shimian County increase year by year since2004especially in2010. Whereas, the capital investment cannot meet the requirements of the rapid growing of agriculture in Shimian County yet.②From the aspect of the subsidies structure, there is still room for improvement. For instance, currently, the agricultural subsidies in the rural infrastructure investment are high. By contrast, subsidies for agricultural industrialization and culture are obviously insufficient.③From the aspect of agricultural subsidies efficiency, after quantitative analysis of agricultural subsidies efficiency, this thesis comes to the conclusion that agricultural subsidies for Shimian County produce high efficiency in rural agricultural infrastructure construction but low efficiency in agricultural industry. For residential environment and labor migration, agricultural subsidies make no difference.Based on the above research, this thesis intends to promote the following suggestions:①It would be best to determine the principles for agricultural subsidies and clear up its emphasis.②Increasing the subsidies for agriculture management, agricultural products processing enterprises, marketing and new countryside construction are available.③In order to help the sound progress of Farmers’ organization, it is also suggested to perfect the agricultural subsidy policy and be stricter in policy formulation.
