Study On The Agricultural Subsidy Policy Of Heilongjiang Province

Based on the basic status of agriculture and Agricultural inferiority, many developed countries are generally adopted agricultural subsidy policy to support agriculture economic development as the important way. But compared with the developed countries, our agriculture are highly decentralized, and has more nature risk and market risk, in order to increase the income of farmers, maintain the stability of the countryside and ensure the sustainable development of agriculture, for a long time, Our government adopted a series of agricultural subsidies to promote the development of agriculture economic development. But, because our agricultural subsidy system formed under the closed economy system within the planned economy system, it’s not only not adapted to the whole demand of the socialist market economy, but also not fit the international standards of agricultural policy.As one of the13major grain producing areas, Heilongjiang Province implements agricultural subsidy since2004, it is much valuable to research that how implement agricultural subsidy, implement effective or not and the relationship of agricultural subsidy and agriculture economic development, and it is very important for reference for the development of China’s agricultural economy. It is an important subject about how to perfect agricultural subsidy policy by means of optimize policy structure, increasing farmers’ income, and to ensure the sustainable development of agricultural economic. This paper will apply the methods of theoretical analysis and empirical test, application agricultural subsidy and agricultural economic growth theory, to do the research on the relationship of agricultural subsidy and agricultural economic growth in Heilongjiang province. First, Based on the current situation of agricultural subsidies in Heilongjiang province, analyze the scale, structure and the speed of growth in the agricultural subsidies and growth elasticity of agricultural subsidies in Heilongjiang province systematically. Sum up the problems of agricultural subsidies from policy making, policy support and policy implement, and analyze the causes deeply. Second, Make agricultural output value, farmers’ per capita net income and total grain output of Heilongjiang province as background for research; make empirical analysis on the relationship between agricultural subsidy and agricultural economic growth in Heilongjiang province, and put forward proposes to improve the effects of policy implementation based on the result of analysis.
