With the development of the era, the role of labor resources in China’s economicgrowth is becoming more and more important than before. The migrant workers havebeen a huge contribution to the Chinese economy since the reform and opening up.Under the new historical conditions, the new generation of migrant workers isincreasingly becoming the main in the workforce force. The large enterprises of Chinahave a set of relatively complete management system to migrant workers at now, whichis the main factors that migrant workers especially the new generation of migrantworkers trend to work at the large enterprises. In contrast, the reason that SMEs(smalland medium enterprises) lack human resources management system lead to the laborshortage. The phenomenon of "labor shortage" in the large number of SMEs is muchmore serious than large enterprises. It will impact SMEs’ development and furtherinfluence the enhancement of the whole regional economy. Therefore, the research onhuman resource management of the SMEs especially on the Human ResourceManagement Issues of the new Generation of Migrant Workers in SMEs has the verystrong reality and necessity.The paper gave a brief description of the common phenomenon of enterprise "laborshortage", defined the concept of SMEs and the new generation of migrant workers andElaborated the related theory of enterprise human resource management and analysis ofthe typical characteristics of the new generation of migrant workers. On the basis ofthem employment gaps of the SMEs’ the new generation of migrant workers wasestimated and the impact on small and medium-sized enterprises was analyzed. Thispaper estimated the employment gap of the new generation of migrant workers in SMEs,explored the existing problems of the SMEs in the management of the new generationof migrant workers and analyzed the various factors that affect the management of thenew generation of migrant workers. Finally, the specific path to enhance themanagement of SMEs of the new generation of migrant workers was worked out.
