With the development of economic globalization and reform and opening up,urbanization has become an inexorable trend in today’s social development. Sinceurbanization has an increasing demand for lands, the occupation of cultivated lands becomesinevitable and the urban-rural fringe zones are the first to be affected. Therefore, making astudy on the quantity change of the cultivated lands in urban-rural fringe zones, clarifyingthe whereabouts of the cultivated land change, revealing the driving mechanism of thechange and analyzing the relationship between the cultivated land change and each drivingfactor have profound reference significance for the government to make policy, draw upplans, coordinate land protection and economic development. So,this paper takes theurban-rural fringe zones in Neihuang County as an example, making a study on thecultivated land change and driving mechanism, putting forward correspondingcountermeasures, the main conclusions are as follows:Based on analysing the research results about the driving force of the cultivated landchange in the urban-rural fringe at home and abroad, synthesizes nearly two rounds of theoverall land use planning and relevant social and economic data of Neihuang County inHenan province, makes an overlay-analysis on the current land use diagrams of the two baseyear2006and2009by MAPGIS, analyzes the cultivated land changes of urban-ruralfringe zones in6towns in3years and explains the source and destination of these cultivatedland changes.Using grey correlation method to study the relations between the human driving forceand the cultivated land change of the urban-rural fringe zones, and finds out the maindriving factors of the cultivated land changes of the6towns one by one. Research resultsshow that the population growth, non-agricultural production, science and technology inputin agriculture and some other factors are the main driving factors in the cultivated landchange of the urban-rural fringe zones in Neihuang County. According to the research results, some suggestions and countermeasures are putforward, for example, working out land use planning scientifically, carrying out the policyof cultivated land protection and demand-supply balance strictly, strengthening the changeof cultivated land dynamic monitoring and supervision, improving the intensive utilizationdegree of the land, promoting the land requisition system more scientific andreasonable,with the view to providing the government with some reference in makingpolicy, drawing up plans, promoting urbanization process, balancing urban and ruraldevelopment and building the harmonious society.
