Science and technology is changing everyday at the21st century, competition between nations is more and more reflected in competition of comprehensive national strength. Only rely on scientific and technological innovation and institutional innovation to improve national strength and core competitiveness can China stay at positive position in international competition. Establishing a national innovation system and taking the road to be a innovation-oriented country is the first choice of governments. In order to promote their technological innovation, China, the United States and Japan have Established a national innovation system and developed a relatively complete innovation policy. Therefore, through a comparative study of technology innovation policy among China, the United States and Japan, the content, focus and results analysis of innovation policy in different periods and summary of experience and lessons learned, which is not only for the theoretical study of technology innovation policy, but also discovering the lack of technology innovation policy in China, it can make an important practical meaning to learn from the experience of technology of the U.S.A and Japan to improving China’s innovation policy.The thesis is divided into seven parts, the first part points out the main background and the worth of the research, the study situation of the theoretical study at home and abroad as well as relevant research methods and content structure; the second part focuses on the definition of technological innovation and innovation policy, and describes the main features of technological innovation and principle of technology innovation, clarities of design technology innovation policy objectives and basic principles and the types of innovation policy instruments; the third,fourth and fifth part respectively present on history evolution of technology innovation policy of the U.S.A, Japan, and China, and analysis technological innovation and the three policy instruments of above countries; the head of the sixth part is mainly to integrate the main features of innovation policy, technology innovation of China, the United States, and Japan, and then analysis similarities and differences on the policy and technological innovation policy instrument choice of the three countries; the seventh part elaborates our policy problems of technological innovation, and submits the relative policy advice for improving China’s technology innovation by drawing on the experience of US-Japan policies.
