The Comparative Study On Technological Innovation In Small And Medium Enterprises Between China And Foreign Countries

Small and medium enterprises (SMEs) are always the most active part in national economy, and they play really important roles in each national economy. Each government has positive attitude in supporting the development of SMEs because of their excellent efficiency in technological innovation. It is also the same to Chinese SMEs. However, Chinese SMEs are confronted with many difficulties in technological innovation. How to solve these problems is essential to the development of Chinese SMEs. Many researchers, both in China and abroad, have had deeply studied in SMEs, but mostly their studies are focused on the external environment of SMEs instead of on the inner mechanism of technological innovation. Further more, technological innovation comparative study in SMEs is especially needed. Under this situation, this paper focuses on the technological innovation comparative study in SMEs. This paper focuses on the three aspects of SMEs'technological innovation: technological innovation capability, technological innovation strategy and technological innovation driving mechanism. Firstly, this paper explains the conception of technological innovation of SMEs, analyses the existent studies and their trends, and forms the theoretic framework of this study. After comparing SMEs'technological innovation between China and foreign countries and Chinese Taiwan, We find there are many problems in technological innovation of Chinese SMEs: Firstly, Chinese SMEs have a low innovation capability, capability of cooperation innovation is very limited, the strength of government supporting SMEs'innovation is not enough, and finally, SMEs always have a single strategy to introduce new technology and improve it. As for many Chinese SMEs, they have no cluster innovation strategy,their property right is not clear, and the innovation driving mechanism of market and government is not perfect. At the same time this paper constructs SMEs'technological innovation development framework on the basis of former study, and evaluates SMEs'technological innovation development system in six countries and areas, using Fuzzy comprehensive evaluation method. Finally, based on foreign experience, we propose a serial of policies which can settle problems in Chinese SMEs'innovation.
