Cultivated land is an important strategic resource for human beings to ensure economic development and social stability.At present,China's situation is that the total amount of arable land resources is large,but the per capita arable land occupancy is small,the spatial distribution is uneven,and the degree of water-heat coordination is poor.Along with the rapid advancement of urbanization in China,the urban built-up area continues to grow,the rural surplus labor force continues to gather in non-agricultural industries,the secondary industry and the tertiary industry are developing rapidly,and the demand for food crops by population and industry is constantly increasing.However,in many places,when developing the economy,they do not pay attention to protecting cultivated land resources,resulting in a decline in the quantity and quality of cultivated land.The contradiction between grain production and urban development is becoming more and more prominent.Under the background of limited reserve arable land resources in China,we should change the existing extensive mode of arable land utilization and turn to the road of intensive use of arable land,so as to achieve the stage of coupling and coordinated development of arable land utilization and urbanization.This paper takes 101 counties and cities in Hunan Province as the research object,collects the data of cultivated land use efficiency and urbanization in 2000,2005,2010 and 2015,then constructs the evaluation index system of cultivated land use efficiency and urbanization level in Hunan Province,and calculates the cultivated land use efficiency by Super-Efficiency DEA model and comprehensive level index method respectively.Finally,the coupling coordination degree model is used to evaluate the coupling and coordination relationship between cultivated land use efficiency and urbanization development level in Hunan Province.ArcGIS and Geoda software are used to analyze the spatial and temporal distribution of cultivated land use efficiency and urbanization development level,and the following conclusions are drawn:(1)Overall,from 2000 to 2015,the average utilization efficiency of cultivated land in Hunan Province was 1.07,1.09,1.04 and 1.11,and the average utilization efficiency of cultivated land iin Hunan Province was 1.07,showing a fluctuating upward trend.In terms of spatial distribution,cities and counties with DEA effectiveness are mainly located in Dongting Lake Plain,Western Hunan and Southern Hunan.(2)From 2000 to 2015,the comprehensive urbanization index of Hunan Province is 0.1698,0.1577,0.1651 and 0.1812,respectively.The comprehensive urbanization level of Hunan Province shows a fluctuating and rising feature.The urbanization index of population from 2000 to 2015 are 0.0462,0.0436,0.0511 and 0.0492.The values of land urbanization index from 2000 to 2015 are 0.0477,0.0398,0.0454 and 0.0606.The values of economic urbanization index from 2000 to 2015 are 0.0485,0.0380,0.0388 and 0.0416,respectively;all of them are in a rising stage of fluctuation.The values of social urbanization index from 2000 to 2015 are 0.0274,0.0364,0.0298 and 0.0298 respectively.The level of social urbanization in Hunan Province is at a stagnant stage.The main urban areas of Hunan Province have greater comparative advantages than the general county and county-level cities,and the level of urbanization is much higher than the general regional units.(3)In 2000,2005,2010 and 2015,the number of counties and cities in the low-level coupling stage was 46,51,43 and 39,accounting for 45.54%,50.50%,42.57%and 38.61%respectively.In 2000,2005,2010 and 2015,the number of counties and cities in the low-level coupling stage was 55,50,58 and 62,accounting for 54.46%,49.50%,57.43%and 61.39%respectively.The coupling degree between urbanization and cultivated land use efficiency in Hunan Province is not high,which belongs to the low-level coupling stage and the antagonistic stage.Most of the counties and municipalities are on the verge of imbalance.There are few cities in the stage of moderate imbalance,mild imbalance,primary coordination and reluctant coordination.From 2000 to 2015,the urban development mode of most counties and cities in Hunan Province was mainly the expansion of built-up areas,and the level of urbanization and the level of development of cultivated land use efficiency were not coordinated.However,after 2010,the number of regions belonging to the stage of low-coupling coordination has been decreasing,and the coupling coordination relationship shows a trend from disorder to order.Finally,according tco the results of coupling and coordination degree between cultivated land use efficiency and urbanization in Hunan Province,combined with the actual situation of Hunan Province,the policies and engineering measures of coordinated development between cultivated land use and urbanization in Hunan Province are discussed in order to alleviate the contradiction between them and provide scientific and reasonable decision-making basis for coordinated development between urbanization and cultivated land protection.
