The enterprise can’t develop without innovations. It’s also inseparable from the employee’s creativity. The enterprises need wisdoms and talents of employees for their development in the complex environment. When enterprises face a dilemma, whether the enterprise can go far depends on the employees giving their advices or not. In some companies, employees choose silence in order to protect themselves. Although the enterprise get harmonious, but the problems still exist. It is a ticking time bomb, and could explode at any time. So we need staff to say what they really think, point out the problems of enterprises. Enterprises need effectively motivate the employees’voice behavior, especially the knowledge workers. Knowledge workers have some characteristics in common. Such as most of them have the professional skills, personal qualities are higher and have a strong sense of self-realization. Knowledge staffs hope to put forward reform proposals to realize their own value. If the enterprises give negative feedback to the suggestion, it will hit their enthusiasm and initiative.China is a country of pursuing the doctrine of the mean and harmony. In such an environment, the staff suggestions can be risky. Employees’voice behavior may break the existing system and be seen as to challenge authority, especially in hierarchical strong enterprises. The research focus of this paper is how to inspire employees’voice behavior in such environment.Base on sorting and combing the existing literatures, the paper, in view of the individual, discusses the relationship between empowering leadership and employee voice behavior. According to the theory and literature support, we put forward the theory hypothesis. Then after pre-survey we modified our questionnaire. Collected and analyzed the collected data to validate our hypothesis. Through the study we confirmed that:Working years affects the behavior of knowledge staffs recommendations. But the personality traits of the age, gender, education background don’t affect the behavior of knowledge staffs recommendations. Psychological sense of security plays a mediating role between empowering leadership and advice behavior.The author hopes that through the study of employee voice behavior can give the enterprise some management suggestions. The enterprise should create an atmosphere of empowering leadership. The enterprise also should strengthen the communication with the employees and encourage employees to give their suggestions. Enterprise must strengthen the employee communication skills training, in order to increase the effectiveness of employee voice behavior.
