There are both the land and the sea in our country, which has about300million squarekilometers of blue territory. With the increasing pressure of population, resources andenvironment from the land, the exploration and utilization of marine resources, and thedevelopment of marine industries, has become the inevitable choice for China’s economicdevelopment, but also the trend of the world’s coastal countries. The issues on coordinateddevelopment of marine&land industries become more prominent on the background ofgrowing bulge in the coastal areas of marine industry segment. The achievement of couplingcoordinated development of marine&land industry systems can enhance the sub systemsforwards on the one hand, and promote coordinated and orderly development for the economyof Chinese coastal areas as a whole; therefore, the study on the coupling of marine&landindustry systems has both theoretical and practical meanings.Firstly, based on the dissipative structure theory, the coupling mechanism of sub-systemshas been analyzed from the view of coupling dynamic, coupling mechanism, as well ascoupling mode. The definition of marine&land industry systems has been defined and thecharacteristics of dissipative structure have been proved. It has been the coupling dynamicthat the public ownership and mobility of productive factors, as well as the potential energydifference which results from sub-system energy differences. The competition andcooperation constitute the coupling mechanism. The coupling mode concerns managementsystem, main functional areas, spatial individual units, and population-resources-environment.Secondly, based on the coupling theory, the coupling evaluation index system has beenconstructed. With the usage of correlation degree model, coupling degree model, the couplingstatuses between sub-systems have been analyzed from spatial and temporal dimensions. Theconclusions show the significant interactive elements between sub-systems of marine&landindustries on level of individual indexes and systematic states, the evolution of couplingdegree curve and coupling-coordinated curve comply with the inverted U-type and U-typelaw, and the coupling differentiation trend and clustering condition. The control measureshave been put forward at the end, which refer to the building of marine&land integratedindustrial chains, the construction of control mechanisms combining market mechanism togovernmental control, and the zoning regulation methods.Thirdly, the sustainable development capacity of marine&land industry coupling systemshas been investigated on the basis of sustainable theory. With the input-output analysis method made as the starting point, DEA model used, and the evaluation index system tomarine&land industrial coupling systems established, the analysis of sustainabledevelopment capacity on marine&land industrial coupling systems in coastal regions ofChina has been carried out from spatial and temporal dimensions. The results shows that fourmain factors, which dominate sustainable development capacity on marine&land industrialcoupling systems in Chinese coastal regions, include the low level of science and technology,the huge consumption of resources and energy, the deterioration of the ecologicalenvironment, as well as the insufficient marine industrial scale. There are distinguisheddiversity among different individual units on sustainable development capacity on marine&land industrial coupling systems, and the policy recommendations are suggested according toanalysis results.Finally,7control measures have been demonstrated to ensure the coupling coordinateddevelopment of marine&land industry systems, which include establishing integrated marine&land industrial chain to gain effective convergence, forming coupling controllingsynthesized mechanism by combination between market and governmental macro-control,zoning regulation for promoting the collaboration and complementation among spatialindividual units, guiding the productive factors flowing towards marine industry sub-systemto increase its ratio, strengthening the independent innovation capability on science andtechnology and enhancing the level of industrial application, making use of circular economyand low-carbon economy to realize transformation on utilizing patterns of resources andenergy, and implementing the integrated pollution control of marine&land in order toenhance the ecological carrying capacity.
