Study On The Small Town Construction Development Of Minhou County

Promotion of the urbanization is a great strategic task in21st century China.In the Eighteen Report, urbanization construction gets unprecedentedmore attention. This report also claims that industrialization, informationization,urbanization and agricultural modernization are the carrier of the building awell-off society in an all-round way. The previous function of urbanization isconfined to promote balanced development among different regions. But now itnot only become the carrier of the building a well-off society in an all-round way,it also rise to be the key point of transformation economic development mode.Consequently, urbanization plays more and more important role in the buildingof a well-off society in an all-round way. The urbanization is much more thanpopulation gathering. On the base of inhabitation environment, social security,life style, mainstay of industry, the urbanization will promote the change from“country” population into “city” population, and make the town become thelivable, appropriate business city of the rural-urban migration. Small townconstruction is not only one of the important part of the urbanization strategyand the objective requirement in the new stage of China’s economic and socialdevelopment, but also the effective way to accelerate the urban-rural integration,promote the rural social and economic development，and expand farmersemployment in situ.After3-years development, Minhou County have achieved considerablesuccess in small town construction, but some problems come out, such asunworkable policies, imbalanced industry, fund shortage, land acquisitiondemolition, complicated administrative examination and approval system, andcontradictory system and mechanism etc, which slowed the conversation ofsmall towns in Minhou County. We should fully realizes the position andfunction of the small town construction, take strong measure, and promote thesmall towns to maintain a sustained, rapid and sound development.On the basis of the research of the development situation of the small towns in Minhou County, this thesis focuses on the development situation of QingkouTown and Jingxi Town which are the demonstration towns in Fujian Province,makes reference to the development mode of the towns at home and abroad,analyzes the problems and puts forward the solutions, by using the methods ofliterature analysis, questionnaire, case analysis, field investigation. Then,it canadhere to the philosophy of people-oriented and persist in the course ofsustainable development. Finally, it can provide the scientific foundation for thesmall town construction of Minhou County and promote the construction ofFuhou new city.
