Research On The Policy Of Accelerating Industrial Transformation And Upgrading In Guangzhou

Since China’s reform and opening up,The industrial development of our country environment has undergone great change,The deep-seated problems accumulated over the years have become increasingly prominent,The previous model of extensive growth is unsustainable,Guangzhou is an important central city in the country.Its economic development is in the middle and late stages of industrialization.The industrial transformation and upgrading is crucial to the transformation of its overall economic development mode.According to the incident,In order to achieve the successful of industrial transformation and upgrading,It is difficult only by business alone,Government macro-control is also needed,To solve and deal with the externalities and coordination problems in the transformation and upgrading.Undoubtedly,Industrial policy is one of the most widely used tools for governments.In recent years,facing the complicated economic situation at home and abroad,Guangzhou has always maintained a sober understanding,combined with the development trend of domestic and foreign demand,issued and implemented a series of policies and measures to promote industrial transformation and upgrading,and industrial economic development is facing new opportunities and challenges.This paper takes Guangzhou as the research object to promote industrial transformation and upgrading,discusses the role of the policies in industrial transformation and upgrading,analyses the existing problems and causes,and puts forward countermeasures and suggestions.This paper defines the concepts of industrial transformation and upgrading and related policies,describes the theoretical basis for the government to promote industrial transformation and upgrading,and through a large number of data analysis,finds that the industrial structure of Guangzhou is not optimized,the degree of industrial agglomeration needs to be improved,and the innovation ability of enterprises is not high enough.It points out the realistic demand of accelerating the industrial transformation and upgrading in Guangzhou.Then,using the method of comprehensive index evaluation,the paper makes an effective analysis of the policy of "Three-year Action Implementation Plan for Guangzhou Industrial Transformation and Upgrading(2015-2017)".Through questionnaire survey and comparative analysis,it is found that industrial policy has played a positive incentive role,but there are also some problems,such as deviation from actual demand,unreasonable target setting,inadequate policy publicity and so on,which affect the effect of policy implementation.The main causes of the problems are the design defects of the policy-making process,the inadequate implementation of policy measures,and the imperfect feedback mechanism of policy evaluation.It is suggested that Guangzhou Municipal Government should play a good combination of boxing,do a good job of effective policy supply,improve and perfect safeguard measures,standardize policy processes,accelerate industrial transformation and upgrading,and achieve the goal of high-quality economic development as soon as possible.
