The world is entering a new era, current era is defined "human Age".The human potential will become the main motive force of economic development. How to release the humanistic spirit&Human potential will become the ultimate goal of the future development. More and more organizations are gradually aware of the importance of the play of human potential, meanwhile the development of economic globalization and the Internet made the tough global competition for talents. In addition, the strategic goal of human resource management of various organizations becomes the attraction and retention employees due to the shortage of global technology&business core role.Entered a new phase of "1025" planning implementation, China took a careful analysis of current international and domestic situation, carrying out the important thought of "Three Represents" and proposing the strategy of talent powerful nation. Obviously, strengthening the training of organization socialization is an important measure to implement the talent strategy. For public institutions, New employee training is the important first step after employee onboard for attraction&retention strategy. Successful new employee training leads to the successful transition of new comer from external to internal person, making them adapt and integrate into the new environment. In the meantime, it will help new comer ppreliminarily position their role of organization, planning his occupation career and creating a clear direction for their own efforts by organization resources. New employees create profit for organization and receive win win result between organization and individual by continual self-improvement. The object of this research is a high technology research institute, new employee as a resource of talent accumulation, will have an important impact for continual development and competitive advantage of research institute in the future. However, when the new employees entered the research institute, usually not immediately adapt to the new work environment and job scope, they would experience organizational socialization process to adjust their role from external to internal. In the process of role transition, some of the new employees often do not adapt to the Institute, it would lead to low job satisfaction, poor performance and high turn-over rate. As the first step of effective organizational socialization, the new employee training will have an important effect. The research institute would face to a key challenge how to design an effective new employee training system to accelerate organizational socialization of employees and improve the core competency of organization for talent retention.According to the organizational socialization’s characteristics of new employee in institution, we would accelerate organizational socialization to decrease the turn-over rate and increase efficiency by the development and improvement of new employee training system. In the meantime, it will be helpful for the building of human resource management in institute and decrease inefficient the effort of recruitment and training. The paper will provide some advice on the improvement of training strategy, implementation and review based on the summary of organizational socialization’s theory to guarantee the smooth execution of new employee’s organizational socialization.
