As a complex dynamic process, the low carbon transition is closely related to environmental and energy problems. This paper is on the view of a society-technology transformation theory named multi-level perspective (MLP). On the three level of landscape, regime, and niche,this paper analyses the resistance and driving force of China’s low-carbon transport and the feedback mechanism of the internal factors.Then builds evaluation system of urban transformation of low-carbon transport to measure the relative strength of different cities based on the pressure of landscape, regime and niche. Based on the evaluation results, using cluster analysis, divides selected28cities into three categories, and puts forward transformation path of urban low-carbon transport:transform path--technical substitution, transformation path--de-alignment and re-alignment path, transform path--restructuring path. This paper prospects a new theory and research method of the current discussion of low-carbon transport transformation in our country, hoping to provide reference for policy makers, as well as other related actors.
