Chinese railway industry has grown deficit and dropped share year by year in the increasingly fierce competition of the transport market. It has been proved that the railway industry is not suitable for the development of market economy, so railway has to be reformed. And it is of great significance for our country’s railway industry to discover a suitable reform model.This paper, drawing on existing research results, based on good experience of typical national rail reform, Chinese railway reform model problems were analyzed and researched with a gray comprehensive evaluation model to evaluate the regional division. The major research content and innovation in this paper on presented as follows:Firstly of all, this paper introduces the background of our country’s railway development and reform. Through researching the railway reform mode of Japan, the United States, Sweden, we have summarized the railway reform experience and characteristics in these countries, and reveals the inspiration to the railway reform in our country.Secondly, to analyze the existing problems of railway development, the railway reform goals and tasks, as well as the railway organization mode at present and discuss the selection of railway reform modes in our country, we put forward we should choose the reform mode of regional company.Then, the hierarchical cluster analysis has been used in two steps to carry on the regional division. The capital of the geographic coordinates has been used to carry on the regional division in the first step, considering principles of administrative provinces based geospatial close; The second step based on the level of development of railway transport, considering four factors:the rail freight, rail freight turnover, rail network density and line length. The second step is conducted on the basis of the first step.Finally, use the gray scale comprehensive evaluation method considering operating balance scale of regional companies, the proportion of inter-regional exchange of goods as well as to compare the pros and cons of each division scheme, and we find that seven regional companies is the most suitable for railway development.
