We are in an age of information and technology, and therefore some new industries based on information technology have also started to develop in the world wide. Business process outsourcing (BPO) and IT development outsourcing (ITO) are rising and growing gradually in this era.China has made many efforts in the development of this industry and allocates Dalian as BPO and ITO industrial base, meanwhile proposes the relevant preferential policies in order to attract a growing number of Fortune500companies and a large number of Japanese and Korean companies settled in China and. Therefore business process outsourcing industries are increasingly competitive, and its associated personnel has become attractive resources for companies. So timely analysis of the external environment sectors and the adjustment of the internal personnel structure and management system according to the actual situation of enterprises to develop a set of effective human resources strategy to ensure that enterprises get the efficient use of personnel and continuity to ultimately achieve business goals has become firm’s primary problem for long-term strategic business process outsourcing.This article will introduce the issue of brain drain in the field of human resource management, which is also a difficult problem to balance by a number of companies, so it has high research value and practical significance. This paper includes five parts. namely introduction, case text, case studies, strategies and suggestions and conclusions. Firstly, it explains the research purpose, significance, ideas and methods. According to the actual situation of enterprises XYZ, it is supposed to improve the basic conditions of human resource loss from the performance appraisal, incentive pay, career planning and corporate culture. Next, the focused chapter-case body presents five actural cases to explain practical difficulties in human resources of XYZ Company. Then cases are analyzed by using the associated human resource management theory to deliver the problems of the enterprise performance appraisal, compensation incentives, employee career development, corporate culture and institutional issues, which loopholes and shortcomings led to serious loss of talent. The fourth chapter is the core part of the whole thesis--strategies and suggestions, which proposes feasible performance appraisal system, incentive compensation programs, complete employee career development planning and diverse corporate culture.In the paper, the writer uses human resource management theory learned in MBA program, combined with the actual cases of XYZ company brain drain and its impact and analyze the case practically. Making use of performance management theory, the theory of incentive pay, career development theory and the theory of corporate culture,etc., to elaborate a suitable XYZ company’s talent strategy,which supplies certain reference to other business process outsourcing companies.
