The Improvement Of Study On Rural Social Security System In LiaoYang

In the course of building the harmonious socialist society, we should put emphasis on the the construction of urban social security as well as the rural social security system, and the latter is a much weaker part of the national social security. Agriculture, rural areas and farmers are serious issues restricting China’s economic and social development, and related to China’s modernization success or failure. Therefore, in the construction of new socialist countryside today, social security problems of new rural research have important realistic significance and far-reaching historical significance.Based on research of Liaoyang areas, this paper points out that social relief system and social insurance system are major components of their rural social security system, while the construction of social welfare is still rare. The social relief system consists of rural Medicaid, education aid, disaster assistance, housing assistance and poverty relief. The social insurance system consists of the new rural social old-age insurance the new rural cooperative medical system. Then the paper argues that the social security does not conform to the economic status or cover enough citizens; resource of the fund is not that reasonable; management of the projects sometimes is not in the normal way and so on. In conclusion, based on the development experience of international and other areas of our country, the paper proposes that firstly the local government should play its dominant law, providing necessary policy, fund and so on; then in the construction of basic systems, like the rural minimum living security system should notice the scientific development of the standard, reasonable to raise funds, to accurately define the objects and the correct management of funds.
