Study Of Rural Social Security Issues In The New Rural Construction

"Agriculture,Rural area and Farmer"are the realistic problems of our society, which concern the success of modernization in our country and become a critical obstacle to the development of China's economy and society. The most critical problem of the"Agriculture, Rural area and Farmer"is the problem of farmers. Of all the problems of farmers, the social security system is the key problem. The 4th Plenary of the 16th Congress of Chinese Communist Party put forward the concept of the harmony society of socialism .To build up the Socialism Harmonious Society ,one of the most important ways is to strengthen the social security system especially the rural security system .To establish the Socialism New Village, we must develop the rural public cause and strength the construction of the rural security system . Therefore, to study the establishment of the rural security system is of great practical and long-term significance.In general ,this thesis is targeted at rural social security system in our country from the macro point of view . The nature and function of the social security system constitute the value of rural social security system ,this is the radical reason why we should set up rural social security system .Beginning with the conception of the social security system ,the first part of the thesis formulate the meaning, content and function of the social security system ,defines the connation of the rural security of China ,which lays the theoretical foundation of studying it .And also formulates the significance and emergence of the establishment of the rural security system of China today .In order to build up a brand-new rural social security system , we must look back the variance of the rural social security system . This can help us to logically understand the process of the rural social security system , which converted from family-insurance ,land insurance to social security .It also helps us deeply understand the establishment of rural social security and actively promote the construction of it .Since the foundation of the People's Republic of China ,the Party and the government have been taking up the establishment of rural social security ,and they also have achieved some victories .But it still has a long distance to the scientific,normal social security which applies to the market economy .Nowadays ,the rural social security still has many problems .The third part of the thesis comprehensively analyses the existing problems of rural social security ,and points out the reasons for it.In order to find out something that we can utilize, we review the reformation history and analyze the status quo of the rural social security .The fourth part of the thesis analyzes the feasibility and sanction in establishing the rural social security system in our country .And point out we have the condition to build rural social security system.The fifth part discuss objective model,realistic mode,transitional mode and the principles that we should stick to in establishing rural social security system .Based on the conditions and reality in our country, we should solve the social security system by sorting the peasants .And finally makes some countermeasures on completing rural security system.
