Zhongyuan Petroleum Exploration Bureau (ZPEB) has been vigorously implementing the "going global strategy", starting going abroad and accessing to the international market for petroleum engineering and technical services in the1990’s. Through unremitting efforts, ZPEB has successively accessed to more than20countries in4continents as Europe, Asia, Africa and South America, fostering4large-scale markets in Sudan, Saudi Arabia, Yemen and Kazakhstan, and forming a market structure in5regions as the Middle East, Africa, the Central Asia, South Asia and South America. At present, ZPEB overseas market has been booming rapidly, however, the competition in the international petroleum engineering market, the strategy of overseas development, and the structure of the staff at overseas projects have been changed greatly, so the current salary welfare system does not adapt with the development of overseas projects and real market condition, not favorable to arouse enthusiasm of the staff and maintain stability of the talent force at overseas projects. This paper systematically analyzes the present situation of the salary welfare system for ZPEB overseas projects, defines major problems in the system, and meanwhile conducts an analysis on job positions to define reasonable salary relationship, relying on the current mature salary theory, using the methods such as salary investigation, comparable analysis and statistical analysis, setting up a mechanism for regular increases of salary, demonstrating the characteristics of salary welfare system and the long and medium-term incentive system, devising the salary welfare methods fitted to peculiarities of ZPEB. Through calculation by the computer, we have verified the rationality and feasibility of the new scheme. On this basis, we have made adjustment on salary system at ZPEB overseas projects, smoothly promoted reform of the salary system. Through establishment of the competitive salary welfare system for ZPEB overseas projects, we will improve the internal equity and external excellence, attract and stabilize the talent forces at overseas projects, continuously improved the competitiveness of ZPEB overseas projects, and promote a harmonious, sustainable and effective development of ZPEB overseas projects.
