The Reform and Opening has led Chinese economy to a rapid development and boostedthe income level and consumption level. The urban retail, which is a key factor of the regionalbusiness, has made a significant improvement accordingly. Meanwhile, as to the globalizationof the urban retail business, however, there are several urgent issues to be solved:unreasonable layout of the urban retail, inadequate retail outlets in some area, operation typeaging, the delay of the construction scheme of the newborn retail formats and so on. Theconflict that the layout of the urban retail business is out of harmony with the social economicdevelopment is going to impair the sustainability of the social economic development. Thekey point of our research is to explore how to enhance Chinese urban retail business andaccomplish a better layout scheme with global competition and challenge.This paper applies spatial econometric statistical analysis method, considering the impactof spatial autocorrelation on urban retail enterprises. Adopting an accurate spatial information,latitude and longitude, to represent the global and local relationships between businessdistricts and between retail enterprises and after considering the business districts, enterprises,formats on the impact of the spatial autocorrelation, it analyzes the current situation of urbanretail and meanwhile, propose special optimization and policies. The main contents are:Chapter one mainly introduces the significance of the research on the urban retail layoutwith the research background of the rapid progress of urbanization, the higher consumptionlevel, the industrial reconstruction and the consumption boost. We also took for instance themetropolises such as Paris, Tokyo, Beijing, Shanghai, Guangzhou and so on to pull ancomprehensive analysis over the layout pattern of the urban retail business, define the retailformats, the urban retail and the layout of the urban retail, as well as the introduction ofmethodology, technical blueprints, innovation and disadvantage.Chapter two gives a fundamental theoretical background to the layout of the urban retail,including: retail format transition theory, consumer behavior theory, location theory,commercial accumulation theory, district theory, central place theory, the new theory ofeconomic geography and spatial econometrics. These theories are we studied on the basis ofrational distribution of urban retail. Chapter three analyzes the development of the urban retail layout, including thedeveloping progress, the current situation and the trends. This chapter takes the city of Jinanfor instance to illustrate how the three operation type revolution enhance the rapiddevelopment of the urban retail of the city, as well as the development of all sorts of operationtypes, density of network distribution, distribution of business districts and supermarkets. Italso shows that the city of Jinan should utilize all the advantages to develop the urban retail ina sustainable way with a trend of diversity, Mega-chain and grafting in the future business.Chapter four pull an analysis on the layout of the urban retail on the basis of the spatialeconometrics theory. First, the article discusses the five key factors that influence the layoutof the urban retail significantly, which are the economy development, population, consumers,transportation and governmental policies and strategies. Then it introduces the basic steps ofhow to perform the special statistical analysis with GeoDa and R package and demonstrateswith the city of Jinan.Chapter five comes up with the proposition of optimization and policies, while specifieshow to optimize the urban retail business structure and the network in the city of Jinan.Chapter six makes a conclusion as well as put a perspective on how the research on theurban retail should advance.
