Financial system reform in china develops faster and faster. Under the back ofthis competitive environment, if achieving competitive advantage is needed by anorganization, we must improve its performance and overall combat capability.State-owned commercial Banks in China is to build a influential reform, to becomecompetitive modern shareholding commercial Banks, to adapt to the needs of theglobal banking industry competition, under the background of this kind of situation,our country state-owned commercial bank is very need to establish a scientificperformance evaluation system, to promote the reform of state-owned commercialBanks overall strategy and execution, to realize the sustainable development of thestate-owned commercial Banks. Chinese modern commercial bank performanceevaluation generally used in quantitative financial index is more, the qualitativeanalysis of non-financial indicators is relatively small, the performance evaluationsystem can’t carry out state-owned commercial bank’s overall strategic target, so nolonger meet the needs of the development of the market. Therefore, for china’sstate-owned commercial banks set up a scientific performance evaluation system, topromote the transformation of the state-owned commercial banks set up a scientificperformance evaluation.Based on the Bank of China as an example to analyze its present situation ofperformance evaluation, this thesis puts forward the balanced scorecard performanceevaluation system. Through this set of more scientific appraisal system, from fourpoint of view such as bank, under the guidance of operation indicators, to develop asuitable for enterprise overall development strategy of the evaluation indexes, andbased on dynamic tracking and analysis, with the analysis results in a timely mannerto adjust bank strategy, goal and target so that you can from Banks’ overall strategiclevel, and each department and even can be carried out between members, raiseemployee’s work enthusiasly and initiatively, for the purpose enhance corecompetitiveness of the bankThis paper tries to extend the strategic management tool to the balancedscorecard, to build the performance evaluation system of the bank of china, also for other state-owned banks to establish an effective performance evaluation indexsystem have certain reference significance.
