Since reform and opening up, our socialist marketing economy has beendeveloping rapidly, and also the talented competition is already the key of corecompetitiveness among enterprises. Therefore, how to research on the problemof brain drain and execute proper human resource management on state-ownedenterprises for the talented is no doubt becoming meaningful and practical.Recently, there is a concern that an obvious problem of brain drain is happeningin Zhuzhou State-owned enterprises, resulting in very bad negative influence forthe companies. According to the idea of ‘raise the issue, analyze the issue, andsolve the issue’, this article is adopting the theoretical and practical researchmethod, to comprehensively perform exploratory study on current situation,reason, strategy and so on, of the turnover for technical personnel in ZhuzhouState-owned enterprises, with referring domestic and foreign experience ofbrain-drain. So, it’s aimed to help State-owned Enterprises bring, train, andsupervise the talented people, let them be part of the team for organization inorder to ensure the enterprise continuous development.There are six sections on this article. The first section is introduction,which mainly introduces the reason of choose this topic, research significance,and also the overview for domestic and foreign of brain drain and relatedresearch. The second section outlines the theory for brain drain and clarifies theconcept for internal and external turnover of the talented people. The next section analyzes current situation and risk for brain drain, and states the seriousissue on both internal and external turnover, young technical personnel turnover,and so on.The fourth section analyzes the reason of Zhuzhou state-ownedenterprises’ the talented people turnover. One of the reasons is improper humanresource management, and another one is poor organzation’s externalenvironment. In the section five, addressing on ‘choose, employ, train people’ inorganization’s internal management, and improving city living condition, talentpolicy, incentive award etc external environment factors is aimed to help solvethe problem of brain drain. The last section is the conclusion for whole article.Normally, organization internal factors of brain drain are easily ignored,but this article is creatively focusing on this point as one of the main factors.Meanwhile, it also suggests that Zhuzhou City Government can offer moreallowance and award funding for technical talents as a strategy. Hopefully,through above strategies and methods, Zhuzhou state-owned enterprises canmake more talented people stay.
