This kind of outsourcing has the characteristics of sourcing market integration, high monopoly, long-term supply or support agreement and life cycle service, etc. The characteristics aforesaid brings passiveness to the purchasers. So, to improve the utility outsourcing procurement has become the optimization direction for the purchaser enterprises. In this thesis, a utility outsourcing case, industry gases import is selected the study case to look after the solution for the problems of company A, using outsourcing theories and methods, such as brainstorming method, the comprehensive evaluation method, the analytic hierarchy process (AHP), do the best to improve and perfect the hole process management. The study focuses on the perfect utility outsourcing procurement strategy, break the monopoly of the utility facilities and introduce the competitive suppliers, establish the performance evaluations of long-term suppliers. The all work is in the hope of establish a series of process and policies, with exercisable and improvable, for the utility outsourcing procurement of company A, also can be consulted by the purchaser enterprises in the chemical park.
