The Research On The Planning And Design Of Land Comprehensive Rec Lamation Projects In Guangming Village Of Wangcheng District

Land reclamation which is based on engineering technology and biotechnology isan important measure to increase the area of cultivated land, improve land quality,promote the scale management of land, protect the ecological environment, beautifythe rural landscape, modernize the agricultural in China and promote the rural socialand economic development through the application of the engineering technology andtaking the land reclamation projects as carrier. This paper was the first one that takingGuangming Village, Shenghe Village and Huangnipu Villiage in Wangcheng Districtfor example to carry out a research on the planning and design of land comprehensivereclamation projects. To be specific, we have done a systematical survey on thesituation of land use and social-economic development in the three villages,meanwhile we have clarified the priorities of the planning and design of landcomprehensive reclamation projects in the view of the actual situation in the threevillages. In particular, we have made a scientific design about land leveling projectwith the use of mapping and geographic information system technology,simultaneously we have evaluated the economic, social and ecological benefits on theland comprehensive reclamation.Firstly, the paper analysed the theoretical basis of the land comprehensivereclamation. In the view of the connotation and characteristics of the planning anddesign of land comprehensive reclamation, including multi-planning coordination,multi-objective design, multi-fund integration, multi-sectoral linkage and multi-achievement,we have made a theoretical analysis on the land comprehensivereclamation with the use of sustainable development theory, system theory, the theoryof landscape ecology, the theory of land relationship coordination, the theory of landsupply, cost-benefit theory.Secondly, the paper analysed the planning and design of land comprehensivereclamation projects of Guangming Village, Shenghe Village and Huangnipu Villiage.In accordance with the developing requirements of modern agriculture and moderatescale operation, large tracts of arable land has been leveled to check field which islinked pieces of conserved, flat and uncirculated through doing a survey on the actualsituation of the project area. The main irrigation-drainage channels and waterfacilities have been hardened and renovated, while the cultivate field block are constructed with matching irrigation-drainage channels to ensure crop harvestwhether drought or waterlogging. It aims at activating the use of idle and scatteredrural construction land by land, promoting the development of rural industry, so thatit it can be the powerful support for the new rural construction.Finally, the paper analysed the economic, social and ecological benefits of landcomprehensive reclamation. When it comes to social benefits, the total area ofcultivated land is13.78hm2, the rural scale operation has been promoted, while therural reform and development has been speed up. Concerning to ecological benefits,the ecological environment has been protected while the rural landscape has beenbeautified. As to economic benefits, the total economic returns is2.0198million oncethe project been accomplished, of which the new year net output of cultivated land isreached to0.2501million，while the return of moderate scale operation is1.7497million，the static rate of return on investments is10.84%, and the static paybackperiod on investments is about10years.
