With the tightening of state control policies, N Tobacco Factory, which even belonging to state-owned monopoly industries, the competition is becoming increasingly fierce. The Talent team-building and human cost controls are even more important than ever before.Targeting N Tobacco Factory’s Human Resources Planning as research subject, based on the survey of theory and research methods, this article introduces the N Tobacco Factory’s basic situation and development history, as well as the basic situation of the human resources. By analyzing the Tobacco Factory’s future development strategy, the needs of N Tobacco Factory future human resource were predicted. According to the experience of figures in the past few years, this article forecasts the internal human resources supply and demand.Then on the basis of predication of supply and demand, this article analyzes the supply and demand balance, and discusses ideas and content of human resources planning development of N Tobacco Factory according to analysis. Finally, this article also discusses on some problems needing attention in the implementation of the human resources planning and proposes the implementation of strategic thinking.For the implementation of human resources planning, improving the level of human resources management,This article would have certainly practical significance.
