With the rapid development of globalization and information communication, the relationship between production and employ becomes more and more flexible and non-standardization. Some enterprises transfer the official staff to temporary worker which have no the minimum wage safeguard, no other job security or the welfare, this kind of worker is named as non-standard employment jobholders or the non-regular employment. Presently, non-standard employment jobholders have developed rapidly in the whole world employment market, and have become "the sponge" and "the reservoir" which can absorb lots of labor force. According to relevant departments’ statistics, our country’s total employment population is760,000,000by2011, which including360,000,000urban employment population. According above data, it can be estimated that the urban non-regular employment population is210,000,000, which means the urban non-regular employment scale has accounted for61%of the total urban employment population, and it can also be estimated that the national non-regular employment population has already up to nearly400,000,000, accounting for nearly53%of the total employment population.The development speed of non-standard employment in our country is relatively faster, and it’s working areas also become wider day by day, however, this huge employment community continuously being in weak status in the labor market. The employment quality of non-standard employment is low, it is different from traditional and diverse employment, which is outside of all kinds of safeguard institutional framework. All of above reasons caused the lack of social efficiency and the fair just. This article uses the data gotten from a case interview, which is organized in2011and2012, we have carried on the depth interview to133SARS employment practitioner. The writer also did some work to analysis the result of case interview, therefore the writer can comprehensively research the quality of non-standard employment, the features of non-standard employment, check whether the result of case interview is same to the existing study result of other professors, analysis how non-standard employment mode effects employers in employer’s shoes, then find the reason of these problems and put forward the corresponding proposal to solve these problems.By researching and analyzing, this article finally got below conclusion:our country’s non-standard employment quality has below features, low work contract sign rate, unstable work relations, low labor payment, overtime working hours, lack of social security, low working skill, no career development space and so on. The result of case interview is roughly consistent with the conclusion of other domestic research. Finally, this article proposed several countermeasures to improve present situation of non-standard employment. |
