Studies Of The Urban Poverty Line Based On The Perspective Of Multidimensional Poverty In China

Poverty has always been an important topic in development society, Poverty measure is very important area of poverty research, Determination of poverty which will have a significant impact on a measure of overall poverty and anti-poverty policies. Poverty line, it is in a certain amount of time, space, and under the condition of social development stage, maintaining human basic necessary consumer goods and services at the lowest cost, the poverty line is also called poverty standards. This article based on the perspective of dynamic evolution of the urban poverty in our country poverty problem in China. Using the ELES method to measure China’s poverty line with the current poverty line then analysis them.First of all, this article settle the poverty line and multidimensional poverty related theory. Through the study of multidimensional poverty realize the importance of poverty identified. How to distinguish the difference between poverty and the different level aid. Poverty is closely related to the multidimensional poverty, poverty is the point of penetration multidimensional about poverty research. The basis of multidimensional poverty is the poverty line and guidelines.Secondly, the article made an empirical analysis of the dynamic evolution of urban poverty in our country. First measure the extended linear expenditure of our country from2005to2011on the method of ELES, compared with the current poverty line to analysis, get the process of the poverty line and dynamic evolution, then measure the each provinces and cities of measuring poverty line in2011, results show that our country reality the poverty line and the measuring line by means of ELES are in large gap. Reality the poverty line can only meet poor people spending on food and clothes.Thirdly, we introduced the historical heritage and characteristic of urban poverty in China, and points out the problem of existing deficiency in the system of salvage low base, design, vulnerable to price spending hit and so on.Fourth, by compared China’s current urban poverty line with measure the dimensional urban poverty line which analyzed the problems existing in the current urban poverty in our country. China’s urban poverty line did not consider from the angle of multidimensional poverty, the original understanding of poverty levels only stay in eating, live and so on. but with the development of human society, relative poverty is much pretty better than absolute poverty. Relative poverty consideration is not only contain eat, live problem, more performance for the rights of education, political rights, and public goods, etc. So we need to according to the theory of multidimensional poverty line as the basis to developFinally, we put forward ideas and suggestions to the adjustment of the poverty line in view of the situation of our country town, this paper put forward the adjustment of the poverty line in China, mainly includes the design should consider the poverty line standard, gradient bailout, intensify assistance and scope, scientific distinction between aid groups, and should have great importance to the subsistence allowances system of health care, education policy recommendations...
