Employment is vital to people’s livelihood, and the change of employment structure and the evolution of industrial structure has been throughout the process of economic development, the two are interrelated and influence each other. On the one hand, the industrial structure adjustment of industry revenue is different, thus promote employment structure change accordingly; Industry labor force, on the other hand, the quantity, quality, distribution and flow in different ways, but also affect the change of industrial structure. The relationship between industry structure and employment structure coordination or not is the measure of a country or area is the healthy development of national economy. In recent years, with the rapid development of our country’s economy as well as the national policy coordination, and the regional industry structure and employment structure in China has gradually developed to the direction of rationalization, but the change of employment structure still lag behind the change of industrial structure, employment problems become a important problem in the harmonious development of China. In addition, inter-regional industrial structure and employment structure as well as the interaction between the two there is a big difference. In this paper, Shanghai and Liaoning regional industry structure and employment structure and the interaction between a comparative study, put forward policy Suggestions, in order to promote the two regional industrial structure and employment structure and coordinated development, so that it can better solve the employment problem, has a very important practical significance.This article first to foreign scholars on the industrial structure and employment structure of the relevant studies and research status of domestic scholars combing, allowing a clear grasp of the relationship between context, making this study targeted. Secondly, in the Dongbei university of finance and economics, led by professor Zhang Kangsi the Ministry of Education major issue "Economic growth in the industrial structure and employment structure research" for the initial presentation, and the Yangtze River Delta region and the northeastern region of enterprise survey data results are described. I used the logistic regression model on the Yangtze river delta region and northeast industry transformation enterprise to carry on the empirical analysis to the requirement of human capital, it is concluded that education factor is still the most attention in both transition between enterprises. Then using statistical yearbook data respectively in Shanghai and Liaoning province industry structure and employment structure from the situation, correlation, linear relationship between several levels, structure deviation of the horizontal and vertical comparison, discovered the difference, analyses the reasons of the differences. Finally, based on the above analysis gives the conclusion of the study, and according to the specific circumstances of the two regions made policy recommendations.The first chapter introduces the topic of this paper background, significance, research methodology and framework. The second chapter on domestic and foreign scholars in the industry structure and employment structure analyzes research and review. The third chapter gives a brief introduction research and related data are described. Fourth chapter with survey data using logistic regression model analysis of industry transformation of enterprises in Yangtze river delta region and northeast to the requirement of human capital. The fifth chapter respectively in Shanghai and Liaoning province industry structure and employment structure from the situation, correlation, linear relationship between several levels, structure deviation of the horizontal and vertical comparison. The sixth chapter gives the conclusion and relevant policy recommendations.The main conclusions of this paper are: First, from the perspective of the questionnaire data collected from Yangtze river delta and and the Northeast region the transformation and upgrading of industrial structure is not very big influence on the requirements of the demand of choose and employ persons, the industrial transformation of the enterprises are still most concerned about academic factors. Second, Shanghai industry structure and employment structure development is coordinated, by contrast, the rationality of the liaoning industry structure and employment structure is far behind the Shanghai, show the contribution of the second industry industry accounted for an absolute position and low employment contribution is not harmonious, the tertiary industry industrial development lags behind the high employment contribution is uncoordinated.
