The Research Of Organization Setting And Personnel Allocation At The Technology Service For Oil-gas Storage And Transportation Project Petrochinan Pipeline Company

With the rapid development of the oil-gas pipeline construction in our country, the technology service for oil-gas storage and transportation as new business has become an important way to increase benefits and remain stability for Petrochina pipeline company under the background of internal restructure and efficiency increasing inside the state-owned enterprise.Because of the strong professions and the limitation of the staff number,there is no experience to follow as to the organization method of the technology service for oil-gas storage and transportation.At the moment, the technology service for oil-gas storage and transportation in Petrochina pipeline company, no matter from its overall management framework, or the organization of the project and the allocation of the post and the person, there are no unified standards for them, which often bring difficulty to the the person who organize the project because of the strong randomness and difference between projects, therefore the development of the business was affected directly.In this thesis, according to the organizational structure theory, post and the related theory of post setting, an analysis and comparison was made on the administrative department of the technology service for oil-gas storage and transportation in pipeline company and the specific organization institutional setting of the project and the allocation of the person combined with investigation and interview.The main reason is that the organization setting is not standard, personnel allocation is not reasonable, which bring difficulty to the technology service for oil-gas storage and transportation.Aiming at the above problems, the human resources of the technology service for oil-gas storage and transportation was optimizd by combining with the current human resources of pipeline company.The solution of optimizing the organization and personnel allocation was proposed. Finally, the optimization program is used in Han-Wei-Xi Coal Bed Methane project, which was verified that the program is practical.
