The current study of evaluated the performance has been very rich, performanceevaluation method is also a wide variety, but for our country property management business,professional, perfect performance evaluation system, is few,performance evaluation of thewhole industry is still in the exploratory stage. Strengthening performance evaluation of theproperty management industry, construction of a set of property standardized,suitable,sound performance evaluation system for the management industry has become an importantissue to promote the rapid development of China’s property management industry.Balanced Scorecard is an important management tool for companies in the financial,customer, internal management processes, learning and growth dimension of a comprehensiveevaluation, and the introduction of non-financial and other qualitative indicators tocompensate for the lack of financial indicators: compared to the previously performanceevaluation method it has obvious advantages.The purpose of this study is to build a viable itsperformance evaluation system by drawing on its experience in the BSC theory andapplications, combined with the actual situation of the property management companies. Apractical performance evaluation system contribute property management companies achievestrategic objectives, enhance core competitiveness, so as to improve their managementcapacity, at the same time provide a reference or the performance evaluation of China’sservice industries.Theoretical research and case studies are the main research method. First, based on theresearch of China and foreign Balanced Scorecard theory, combined with the concretepractice of China’s property management industry, we build up a more scientific integrity ofthe property management enterprise performance evaluation system. In order to test thefeasibility of the system, and describes the specific implementation of the system in theprocess, this paper selects the ZD Property Management Services Ltd. case analysis, give adetailed construction of property management companies BSC implementation setsperformance evaluation system building and implement. Property management companies inthe process of strategic analysis, the paper quoted the SWOT method from their own strengths,weaknesses, opportunities in the external environment, risk, analysis of the enterprise environment, and accordingly develop in line with their own strategic situation. On the indexsystem weight distribution, the paper quoted the AHP, through mathematical calculation, theweight of the relationship between the various indicators, making more logical amongindicators, the final evaluation results are more reasonable.Successful implementation of the cases illustrate the feasibility of constructing out of theproperty management companies BSC performance evaluation system. After analyzing ZDProperty Management Services Limited performance evaluation results concluded: Thisdesign Balanced Scorecard performance evaluation system, with a higher level of the index,the amount of information a more comprehensive, more accurate conclusions and higher realuse value. It can promote the development of standardization of the property managementindustry, and effectively improve the overall level of development of the propertymanagement industry.
