The Research On Performance Evaluation System Of Qingdao Branch Of ZH Property Management Co.Ltd Based On The Balanced Scorecard

As the reform of housing system and the policy of housing commodity advance in an all-round way.the property management industry in our country,which is an emerging service industry,has developed rapidly since its birth in 1981.It is known as sunrise industry of the modern city.Property management service,which has become an indispensable part of community residents’ daily life,plays a significant role in improving the level of urban management and the environment of living and working.But there is no denying that the whole industry is faced with a series of outstanding issues which will affect survival and development of the property management enterprise in the future.such as owners’ needs to upgrade,their awareness of right-protection to raise,the continuous sharp rise in cost,the quality of employees to be improved urgently an so on.Therefore,it is necessary for the property management enterprise to attach the importance to optimizing and perfecting the performance evaluation system within the enterprise in order to solve the problems mentioned above and cultivate its own core competitiveness.The property management enterprise must start from its strategic goal and design a scientific and reasonable performance evaluation system based on the Balanced Scorecard to evaluate its operating results in a particular period accurately and effectively,identify key factors that drive the enterprise to get excellence performance,look at the gap between itself and other competitors in the industry and provide assistance with daily management decisions so that it will survive in the increasingly fierce market competition and develop healthily,stably and sustainably.On the basis of fundamental theory and application experience of the Balanced Scorecard,from the point of the property management enterprise,the thesis has chosen Qingdao branch of ZH Property Management Co.Ltd to conduct a case study,used a combination of literature study,field investigation.Analytic Hierarchy Process(AHP) and so on as assistant methods,analyzed its current performance evaluation scheme.pointed out its existing problem and then taked advantage of the Balanced Scorecard to optimize the design of performance evaluation system in force.Throughout the entire design process,first of all.according to the corporate vision and mission of ZH Property Management Co.Ltd,the author has defined strategic focus of Qingdao branch of ZH Property Management Co.Ltd with SWOT Analysis and drawn the strategy map to decompose the company’s overall strategic goal in four dimensions of finance,customer.internal process and learning and growth.Then combining with the specific management characteristics of the property management enterprise in our country,the thesis designs key performance indicators in each dimension of corporate level and determines the weight of indicators with the application of Analytic Hierarchy Process,Furthermore,the author as well takes property housekeeper as an example to make a brief description of the design of performance evaluation index of staff level based on the Balanced Scorecard.ln the end,the thesis points out that if the Balanced Scorecard want to exert its strong function as an strategic tool for performance management fully,Qingdao branch of ZH Property Management Co.Ltd has to pay attention to issues during the process of carrying out the new performance evaluation system.The thesis aims to build a practicable performance evaluation system based on the Balanced Scorecard so as to help the property management enterprise improve its management capabilities,achieve its strategic goal and strengthen its core competence.Meanwhile,it is expected to provide some reference on the application of the Balanced Scorecard into performance evaluation system for other companies in the service industry of our country.
