Beijing Municipal Land Resources Standardization Strategy

The research is carried out according to the requirements of the BeijingMunicipal Government with an Official Document named "on the Proposal ofresponsibilities decomposition upon Capital Standardization Strategy" issued byNo.22of2012, which honors Beijing Municipal Land Resources Bureau the mainresponsibilities listed as establishing the land resources standards systems under ageneral guideline of rational and efficient land-use, especially the standards of landresources surveys, land-book management, geographical disasters prevention, etc..Therefore, the research has great significance.Based on the above statement, the research analyzes an evaluation on theefficiency and effectiveness of the land resources standards establishment andapplication, and combs up some problems in implementation of the land resourcesstandardization. Compared with some other advanced provinces and cities and learntfrom their experiences, the working focus is set i.e. a proper combination ofGovernment and Market. The theses builds up the Municipal Land ResourcesStandard Systems in accordance with the requirements by the State Land ResourcesDepartment of “the12thfive-year Plan” on Land Resources and ImplementationOutline on the Capital Standardization Strategy; and draws up the working plans onthe land resources standardization and proposes Beijing Municipal Regulation onLand Resources Standardization Management to enhance government manageriallevel.The theses consists the following contents as:1）Forming up the academicframework of the research and theses’ contents and structure as well after realizing thebackground and significance of the research, and presenting a brief introduction to theadvanced experience abroad and domestic practice.2）Defining the land resourcesstandard, establishing standards systems, and explaining its functions and strategicsignificance for Beijing.3） Presenting an evaluation on the efficiency andeffectiveness of the land resources standards application by carrying out aconsiderable investigation so that some problems in implementation of the landresources standardization.4）Finding out the practical demands for the land resourcesstandardization management nowadays in Beijing by combing all the standards andconsulting on the relevant departments upon the land and resources management.5）Setting up the Municipal Land Resources Standard Systems and proposing up the strategy of standardization based on the Beijing’s practice in accordance with therelevant State and Municipal requirements.6）Setting forth the relevant supportingpolicies and countermeasures on the Municipal Land Resources final standardizationstrategy.
