On the background of accelerations of rural urbanization and industrialization the increasing contradiction between land supply and demand due to extensive land use has been an unavoidable practical problem to the economic and social sustainable development in China. Due to the historical reasons, the spontaneous formation of rural settlements scattered distribution, number, covers an area of relatively wide, and the lack of planning and layout neat, intensive land use, eventually led to a huge waste of land resources. Therefore, the internal potential of rural settlements has increasingly become the focus of attention, what’s more, the problem of rural residential land intensive use has also become an urgent study subject nowadays.First, the paper establishes the theoretical basis of this study. It expounds the connotation and mechanism of land intensive use, and introduces the model to measure potential of land intensive use, analyzed factors influencing land intensive use.Secondly, the paper analyses the status of rural residential land use in Qixia District and forcased the potential rural residential land use in Qixia District. It is found that Qixia rural residential areas were decreased, the amount of land per capita residential rising fast, higher rates of residential idle. This paper adopts the per capita construction land use standard method to measure potential land intensive use and find that the theory potential is578.15hm2, which accounts for2008area58.7%.Third, the paper uses Qixia district statistical yearbook data, through the econometric model to research factors influencing land intensive use in Qixia. It is found that GDP, per capita net income of farmers, rural population is significant factors influencing Qixia district rural residential land intensive use. In addition, policy factor didn’t pass significant test, it also tell us from another Angle, we should continue to play the constraint and stimulation role of policy.Based on the above analysis, the paper puts forward some policy recommendations to promote rural settlements land intensive utilization, such as strengthen planning guidance, improve the land market system, improve the interest-oriented mechanism, strengthen management of the industrial land, strengthen dynamic monitoring, increase government’s support and respect the wishes and needs of the farmers.
