Evaluation On The Effect Of Resource-based Economy Transition In Shanxi

Shanxi is rich in coal resource. With a long-term development, Shanxi has formed atypical resource-based economy which mainly relies on coal, metallurgy, coking, and electricpower. However, in this process, different areas such as economic growth, structural evolution,social development and environment present a series of problems. Therefore, how to crack theproblem of resource-based economic development to realize sustainable development is animportant choice for Shanxi. As early as1999, Shanxi has begun to explore the road ofeconomic transition. After the comprehensive reform and pilot area was officially replied bythe State council on December2010, Shanxi’s resource-based economy transition has beenrose to the national strategy. After years of reform development, whether Shanxi’sresource-based economy transition in has made progress, what progresses have been made,what is the focus of the next reform,which are very important issues to be resolved forresource-based economy transition in Shanxi.Using the basic theory of sustainable development, life cycle theory, industry economytheory, based on the research and practice of foreign country, by the research methods ofempirical analysis and normal analysis and economics analysis, this paper made a furtherresearch on Shanxi’s resource-based economy transition which around such questions as whyto transit, what have been done, what have been achieved of, how to transit next step. First,analyzed the main problems of resource-based economy in Shanxi, and teased out thedevelopment process. Second, according to the goals and key tasks of economy transition,built the appraisal system from different system: economic, society, resources and environment, and evaluated the effect of the transition combing the method of entropy andfuzzy comprehensive evaluation. The evaluation results showed that: Shanxi’s resource-basedeconomy has made some progress. Especially, since the comprehensive reform and pilot areahas established, these measurements had an obvious effect on the transition. Different aspectssuch as economic development, science and technology education, and environmentalgovernance and investment played positive role in transition in Shanxi. However, on thewhole, the transition in Shanxi still remains low level, due to the influence of the mode ofeconomic growth, industrial structure, and unsuitable exploit resource.Finally, according tothe above conclusion, supply suggestions from the systems of economic, social,environmental resources.
