A Study Of Performance Evaluation Of Financial Expenditure On The Current Residential Buildings’Energy-saving Project In Ningxia

With the robust economic development, China’s financial expenditure grows increasingly, but government keeps a quite uncontrolled expenditure management of low efficiency, which makes a urgent call to evaluate the effectiveness of fiscal spending in China.The current residential buildings’ energy-saving project is a top priority of Energy Saving&Emission Reduction in the Twelfth Fiver-Year Plan. China has installed special funds supported by state finance so as to facilitate this project. In2011, Ningxia Hui Autonomous Region Ministry of Finance launched residential buildings’ energy-saving project in Yinchuan and Wuzhong as well as other places with the strong support of Central Special Financial Funds. The reconstruction project on Jinhuayuan Community completed in the same year.Taking Jinhuayuan community in Wuzhong as a study case of the current residential buildings’ energy-saving project, this paper evaluated the financial expenditure on the current residential buildings’ energy-saving project in Ningxia, analyzed the advantages and disadvantages of this project and proposed some related policy suggestions based on related theories of fiscal spendings’ performance evaluation, according to the corresponding working regulations, abiding by economy, effectiveness, efficiency and fairness. This work is intended to provide a reference future fiscal expenditure project of our country, to further facilitate refined management of fiscal funds, to improve the money use efficiency, and finally strengthen the general public’s trust on government expenditure.
